第三回 「文明素質」について

| ３年前、北京で開かれた日本対中国の「アジアカップサッカー」で、日本チームに負けた腹いせに会場にいた中国の観衆が「小日本」「日本鬼子」などと騒ぎ、日本チームのバスや日本大使館の車を攻撃した事件がありました。スポーツの世界に……、とマナーを知らない中国の若者に、多くの日本人や世界の人々は眉を顰めたものでした。その時、石原東京都知事は「（中国人の）民度が低いのでしょう」と一刀両断に切って捨てました。民度云々を言われては、中国政府は黙っていられません。それ以後、中国政府は「提高文明素質」のキャンペーンを張り出したのです。意味は、「公共道徳を守ろう」というわけです。最近街中でやたらとその文字が目に付くようになりました。もっとも、中国ではスローガンが多く、どれほど効果があるか疑問ですが……。
ところで、経済力の付いた中国人は、最近よく海外旅行に行きます。タイやマレーシアやオーストラリアなどです。しかし、旅行先のマナーの悪さは、現地の人々の顰蹙をかっています。つまり、国内と同じく、交通規則を守らない、街でみだりに痰やつばを吐く、いたるところにゴミを捨てる、それに街中でも乗り物の中でもあたりかまわず大声で話す……。特に目に余るのは、バスや地下鉄やレストランなどで他の人々が並んでいる列に、必ず横から入ってくることです。それで、最近、中国の旅行局は次のような通達を出しました。「マナーの悪い団体客を連れて行った旅行会社は営業停止にする」と
私は個人的に次のような経験があります。ホテルやレストランなどで、近くの机の上にタバコや扇子を置いておくと、私に断りもせずそれらを手にとってしげしげと眺めるのです。また、列車の中で読み終えた私の本を、隣にいた中国人の若者は無断で勝手に３０分ほど読んでから、もとの場所に置くのです。いやあ、驚きましたね。
ところで、私は日本へ留学に行った教え子と話すことが多いですが、日本の印象は？ とよく聞きます。まず「日本の街はきれい」。次いで、「バスや電車に乗るとき、きちんと並んで乗ること」と「交通規則をよく守る」のはすごいと答えます。それに「電車の中では携帯を殆ど使わないこと」にも驚いています。つまり、留学生たちは日本人の公共道徳に対する態度に一驚するのです。彼らは故国・中国の現状に「心から恥ずかしい」とも言っています。
２５００年前、孟子は「衣食足りて礼節を知る」と言いました。しかし、長い間貧しかった中国では、一般庶民は「礼節を知る」という段階にまだまだ達していません。また、激しい競争に曝され始めた現代中国人には、自分を守ることに必死で、「公共道徳」を守る余裕はないともいえます。「提高文明素質」というキャンペーンには、いわば中華民族の悲願が隠されているのです。
私は現代の中国人の「公共道徳のなさ」を見るにつけ、いつも日本人の「民度の高さ」を思うのです。そして、秘かに日本人でよかったとも思うのです。
